what article 29.2 of Ley 7/2023 says about hotels, restaurants and bars in Spain. Not <em>shall</em>. Not <em>must</em>. May.</p><p>So no hotel in Barcelona, Sitges or the Empord&#224; owes you anything. The list you read in the Sunday paper is not a right; it is a set of commercial decisions, each one revocable.</p><p>But read the second half of the article, because it hands you something. An establishment that does <strong>not</strong> admit animals is required to show a distinctive sign, <em>visible desde el exterior del establecimiento</em>  from the street, before you go in. The law&#8217;s gift to the traveller is not access. It is advance warning.</p><p><strong>What that sign cannot tell you</strong></p><p>It cannot tell you that the limit is 10 kg. It cannot tell you that the &#8364;15 is per night and the cleaning fee is separate. It cannot tell you that &#8220;pets&#8221; meant dogs and your cat was never in the conversation &#8212; the single most common disappointment we hear, and the reason we cover cats as a species and not as a footnote.</p><p>For those, there is only email. Ask before you pay:</p><ol><li><p>The weight limit, in kilograms &#8212; per animal or per room?</p></li><li><p>The supplement &#8212; per night or per stay? Cleaning included?</p></li><li><p>Cats: yes or no. Say the word &#8220;cat,&#8221; not &#8220;pet.&#8221;</p></li><li><p>Which room categories admit animals?</p></li><li><p>Can the animal stay alone in the room? This decides your dinner.</p></li><li><p>Restaurant, terrace, pool.</p></li></ol><p>A written yes is what you show at reception. That is the difference between a booking and a hope. To be clear about what we do and don&#8217;t know: restrictions like ground-floor-only rooms are house policy we see repeatedly in listings, not anything Catalan law imposes  we found no legal basis for them.</p><p><strong>And then, on 21 July, the trains changed</strong></p><p>Here is the part the hotel round-ups missed entirely.</p><p>Renfe now carries dogs up to <strong>40 kg</strong> across the whole network AVE, Avlo, Alvia, Euromed, Intercity, Avant, Media Distancia. Not a pilot. Not selected AVE routes. The old 10 kg carrier rule is gone.</p><p>The conditions, in full, because the conditions are the story: a flat <strong>&#8364;40 supplement</strong>; one dog per passenger and a maximum of two per train; muzzle and a non-extendable lead of 1.5 m; predetermined dog-friendly carriages. Excluded: dogs under one year old, breeds legally classed as potentially dangerous, females in heat, and journeys booked as a connection <em>(con enlace)</em>.</p><p>For a large dog going Barcelona&#8211;Girona or Barcelona&#8211;Tarragona, that one change does more than any hotel list published this year.</p><p><strong>The insurance you probably don&#8217;t need yet</strong></p><p>Article 30.3 of Ley 7/2023 requires every dog owner to hold third-party liability insurance. In practice it is not enforceable nationally: the implementing Real Decreto has not been published, and a draft sets the cover at &#8364;100,000. But it <em>is</em> already required under regional rules in <strong>Madrid and the Basque Country</strong>, and always for dogs classed as potentially dangerous. Permission slips are cheap. What matters is who actually signs.</p><p>ITA Airways just signed. From August 3, its new &#8220;Large Dog On Board&#8221; service lets dogs up to 30 kilograms fly in the cabin, not the hold, on a selection of domestic routes flagged specifically as Large Dog flights. Not every flight. Not every route. Where they sit depends on the aircraft. On the Airbus A220 and A319/A320, the heavier dog takes the window seat in the first row, left side, with its person on the aisle. The lighter one goes to the last row, same side. Nobody&#8217;s dog gets the seat itself, though &#8212; they ride on a mat ITA provides, on the floor, harnessed in. That harness isn&#8217;t optional or a scarf-and-a-prayer situation: it has to be crash-tested to CMVSS 213 and FMVSS 213 standards and clipped into the seatbelt for the whole flight, muzzle and leash included.</p><p>Assistance dogs still come first. If there&#8217;s one SVAN dog aboard, a Large Dog On Board space might still be available; with two, it might not be. Worth knowing before you plan around it.</p><h2><strong>What it costs, and why it&#8217;s two tickets</strong></h2><p>You&#8217;re not buying an add-on. You&#8217;re buying your dog a place in the cabin, which ITA prices as two tickets, plus a flat &#8364;95 pet fee, regardless of fare class. On an Economy Light booking that&#8217;s your fare, doubled, plus the fee. It is not cheap, and it&#8217;s not meant to be &#8212; this is a dedicated space on an aircraft with a hard cap of two large dogs total, and pricing reflects scarcity, not a courtesy add-on.</p><p>You also can&#8217;t just book it. There&#8217;s no self-service flow, no adding it at checkout, no web check-in with your dog already on the manifest. It goes through ITA&#8217;s CIAO contact center, and they want at least four days&#8217; notice, though earlier is safer given availability depends on aircraft type, what other animals are already booked, and the operational shape of that specific flight.</p><h2><strong>The paperwork nobody skips</strong></h2><p>Your dog needs to be at least six months old, ISO-microchipped, current on rabies and core vaccines, treated for parasites, and covered by mandatory pet liability insurance. At the airport, you&#8217;ll need a vet certificate no older than 20 days confirming health, behavior, and weight, the pet&#8217;s passport or ID, proof of vaccination, the insurance certificate, and a signed pet acceptance form. Show up without the crash-tested harness and none of the rest matters: boarding gets refused.</p><p>It&#8217;s a lot. It&#8217;s also, if you&#8217;ve ever watched a dog get wheeled away toward cargo while you walk the other direction to your gate, exactly the kind of a lot that feels worth it.</p><h2><strong>Why this matters past the runway</strong></h2><p>A dog that flew sitting next to you lands like a dog who had a long car ride, not a dog who survived something. That difference follows you off the plane &#8212; into the taxi line, into checking in, into the first hour in a room that&#8217;s new to both of you. it a few times. Pets welcome online, then at check in: &#8220;oh, pets means dogs,&#8221; or cats are fine but only in certain rooms, or there&#8217;s a deposit nobody mentioned during booking. None of it shows up in a filter. It shows up in person, right when you have the least room to deal with it.</p><p>Take the review a guest left for <a href="https://hospet.eu/hotels/vienna-house-by-wyndham-andel-s-berlin-berlin-lp4426d">Vienna House by Wyndham Andel&#8217;s Berlin</a>. Pet fee never mentioned at booking, twenty euros charged at the desk before they&#8217;d even let the guest into the room, and then pushback from housekeeping because the cat had been in the room the whole stay. Every part of that was invisible until someone actually lived it and wrote it down afterward.</p><p>Most advice for cat owners now boils down to &#8220;just call ahead and ask.&#8221; Fair enough, and it works. But notice what that advice is actually admitting: the label by itself can&#8217;t be trusted, so you have to verify it manually, every time, like the badge on the website means nothing until a human confirms it does.</p><h2><strong>What to ask, specifically, before you book with a cat</strong></h2><p>Not &#8220;are pets allowed.&#8221; That question gets you a yes and tells you almost nothing.</p><ul><li><p>Are cats specifically included in the pet policy, not just pets in general</p></li><li><p>Are there rooms set aside for cats versus dogs, and does that change your room type</p></li><li><p>Is there a cat specific fee or deposit, separate from whatever the dog pet fee says online</p></li><li><p>What&#8217;s the policy if your cat needs to stay in the room alone at some point, since hotels sometimes treat this differently by species</p></li></ul><p>Four questions. Takes two minutes on the phone. Saves the argument at the front desk.</p><h2><strong>Why the gap keeps happening</strong></h2><p>&#8220;Pet friendly&#8221; became a marketing phrase before it became an actual standard anyone had to meet. A hotel can slap it on the website the moment it decides to allow animals at all, without ever working out what a cat specifically needs to have a decent stay there. A written policy tells you what a hotel is willing to permit.
